I have the 35 (regular) and 28 (del dia) and have used both for air travel. Both bags fit under the seats even when stuffed pretty full. I’ve never been questioned whether my bag was beyond the personal item limit. I prefer the 28L bag because it’s a good size for me without looking too bulky. I also like the Del Dia version because it lacks the weird rubbery coating on the regular versions.

I have 70L backpack which I did quite long Turkey trip. it was heavy with fully loaded but never had back burning pain. Allpa 28L was around maybe 7kg (1.4kg it is own weight) with fully packed.

I’m 5’1 and really like the Allpa 28L. It works as a personal item and doesn’t feel much bigger than a normal backpack. I had that thing packed FULL and it fit under the seat on a regional jet.

The Cotopaxi for me, just did everything better in my opinion. The straps were longer, with ample room for adjustability. It was more comfortable on the back. Way better organization (has a large main compartment and separate laptop side zip on the right side and a slightly smaller 2/3 compartment, as well a 1/3 compartment on the left side. There is also a generous outer pocket on the outside of the pack, which also has another zip pocket inside of that along with divider panels, which is great for smaller quick access items).

I personally prefer the Cotopaxi. If you really need a daypack, you could perhaps look into packable daypacks that would take very little space in your bag! The Cotopaxi is fairly confortable and yes, the hip belt makes a big difference comfort wise. I LOVE the organisation it offers. The only big negative in my opinion is that this bag is quite a bit heavier than its competitors and if the carrier you’re flying with has a weight limit (most so I believe), it can be a problem.
