Spotting like this happens when the plating solution is contaminated. It doesn't cause any structural weaknesses in the ring nor would I consider it tarnish. It is ugly however which is a good enough reason to cause a fuss and if you paid them $400 they definitely can afford to redo the plating at no additional cost to you.
