Personally I wouldn’t do a low shelf in a narrowish walkway like that, I think you’re asking for people to run into the corner accidentally. That said, aesthetically the shelf looks better below the mirrors (and you get the reflection of the plants in the mirrors). But ideally I’d just do the mirrors.
